Djibouti (Dawan Africa) – Djibouti’s Minister of Foreign Affairs, Abdoulkader Houssein Omar, participated in the opening of the ministerial meeting of the 9th Tokyo International Conference on African Development (TICAD 9), held Tuesday in Yokohama, Japan, according to the Djibouti News Agency (ADI).
TICAD, first launched by Japan in 1993, is a major international platform that brings together Japan, Africa, and global partners to promote cooperation on economic development, security, and climate change. The framework is co-organized by the Government of Japan, the United Nations, the United Nations Development Programe (UNDP), the African Union Commission (AUC), and the World Bank, which has been a co-organizer since 2000.
Speaking at the session, Minister Omar stressed the significance of the forum, highlighting its role in strengthening dialogue and mutual respect between Africa and Japan. “TICAD remains a pillar of cooperation between Africa and Japan, based on mutual respect and dialogue,” he was quoted as saying by ADI.
For Djibouti, which positions itself as a strategic logistics hub in the Horn of Africa, the Yokohama meeting presents an opportunity to further consolidate ties with Tokyo. Japan already plays a unique role in the country, maintaining its only overseas military base in Djibouti.
The 9th Tokyo International Conference on African Development (TICAD 9) runs from August 20 to 22, 2025, in Yokohama, Japan.
