Djibouti, 26 January 2026 Djibouti’s Foreign Minister Abdoulkader Houssein Omar on Saturday hosted a delegation from the French Institute of Higher National Defence Studies (IHEDN), highlighting the country’s role as a stable partner in a strategically important region.
The meeting, held at the Kempinski Hotel in Djibouti, brought together civil and military officials from both countries.
In his remarks, Omar outlined Djibouti’s foreign policy, describing them as a continuation of President Ismaïl Omar Guelleh’s vision. He stressed the country’s position as a pillar of stability and dialogue in the Horn of Africa, a region critical for international exchanges and maritime security.
“Djibouti works for a diplomacy of peace, balance and cooperation, attentive to security realities but resolutely development oriented,” the minister said.

The meeting was attended by the French Ambassador to Djibouti, Jérôme Bresson, the IHEDN Director, General Hervé de Courrèges, and French Forces in Djibouti Commander General Sébastien Valette.
IHEDN auditors regularly conduct study missions abroad to deepen their understanding of contemporary geopolitical and strategic issues, including in regions such as the Horn of Africa, which lies at the crossroads of Africa, the Middle East and major global maritime routes.
