MOGADISHU (Dawan Africa) – Somalia’s Federal Ministry of Interior has appointed a new committee tasked with verifying and approving members nominated to serve in the first parliament of the emerging North East State.
The ministerial decree, signed by Minister Ali Yusuf Ali Hosh on August 3, 2025, was officially sent to the leadership of the North East administration and copied to both the Office of the President and the Prime Minister.
The directive gives the committee full authority to assess the nomination process, confirm the legal standing of selected members, and ensure that the parliamentary composition reflects the social diversity of the region.
“The committee will ensure that the nomination process is respected, disputes are resolved through dialogue and compromise, and all clans are fairly represented in the new parliament,” said Minister Ali Hosh.

The ministry stated that the appointment is based on Article 99 of the Provisional Constitution of Somalia, which grants ministers the legal authority to implement political agreements and oversee state formation processes.
The vetting committee consists of seven members: Abdinasir Ahmed Qaybdiid (Chairperson), Abdirisak Farah Warsame (Deputy Chair), Abdulqadir Ibrahim Ciise (Secretary), and members Ismail Sheikh Salah Ahmed, Mahdi Said Hassan, Sugule Abdi Haash Badiye, and Abdirahman Ahmed Haji Diriye.
According to the decree, the committee is tasked with fully verifying all nominated parliamentary candidates and the procedures used to select them, submitting regular written reports to the Ministry of Interior, cooperating with federal-level technical committees, mediating any disputes that arise during the nomination process prior to final approval, and ensuring inclusive representation of all local clans and communities.
The committee will begin its work immediately following its appointment and will operate until the first parliamentary session of the North East State is officially convened. It will report directly to the Minister of Interior.
