29 November 2025 - President William Ruto on Saturday explained that the reason the broad-based government won the recent by-elections was that they had agreed to field a single candidate in every contest.
Speaking at Masalani Eid ground, where he was the chief guest at the wedding of Mohamed Noordin, the son of the Director General of the National Intelligence Service Noordin Haji, Dr Ruto said that, going forward, this unity approach would become the norm to create greater synergy and bring the country together.
While there, President Ruto launched the construction of a 377-unit affordable housing project in Masalani and officially opened new infrastructure at Yussuf Haji Girls’ Secondary School.
He praised the leadership of the North Eastern region for consistently supporting his administration.
He announced that the High Grand Falls Dam — which will be the largest in the country — will cost KSh 400 billion and will irrigate vast farmlands that will become Kenya’s breadbasket, providing reliable water for agriculture.
President Ruto reiterated his government’s decision to remove the vetting process for people acquiring citizenship documents, emphasising that the Kenyan Constitution guarantees equality for every citizen.
“All those hurdles that existed have been removed to ensure every Kenyan is treated equally. We have also scrapped the fees for these documents. I don’t know what more I haven’t done,” he said.
The President revealed plans to construct 28,000 km of roads over the next ten years, stressing that Kenya cannot transform without connecting every part of the country.
He was accompanied by Interior Cabinet Secretary Kipchumba Murkomen, Health Cabinet Secretary Aden Duale, members of the Council of Governors, Wajir Governor Ahmed Abdullahi, and a host of other leaders, including diplomats and leaders from beyond Kenya’s borders.
Among the dignitaries were Jubaland President Ahmed Madobe, Ethiopian Somali Regional President Mustafa Mohammed Omar popularly known as Mustafa Cagjar, and a representative of the Federal Government of Somalia.

Health Cabinet Secretary Aden Duale said President Ruto has restored the dignity of the people of the North Eastern region, who had faced discrimination under successive governments for the longest time.
“When it came to birth certificates and national identity cards, our people faced endless difficulties. But you stood in Oraxey in Wajir and signed the directive to remove those hurdles, thereby restoring the dignity of our people,” he said.
He emphasised that human dignity is even more important than water, roads, or other development projects.
The Health CS described Kenyan politics as divided into two camps: one with a transformative agenda and the other bent on insults, incitement, and tribalism.
“As a leader in the broad-based government, your agenda has been building roads, ensuring the Social Health Authority (SHA) reaches all Kenyans, improving agriculture, transforming education, creating jobs for the youth, and building the nation,” he added.
Garissa Senator Abdul Haji said the people of the region share close ties with those from the President’s backyard, citing how the late President Moi appointed regional leaders to senior positions, including General Mohamud Mohamed.
He also highlighted several current top officials from the region, including his brother Noordin Haji, the Director General of the National Intelligence Service, and the CEO of the Ethics and Anti-Corruption Commission, among others.
“For the first time, you gave us Aden Duale, who served in Defence and now Health, as well as the EACC CEO from this region. You have done so much for us. I don’t know what we can offer in return except to pray for you,” Senator Haji said.
“President Ruto has a great transformative agenda for this country and for the North Eastern region. There have been many leaders in Kenya, but we have never had a President like William Ruto,” he concluded.
