Kenya, 5 October 2025 – Officials from Puntland and Somaliland have reached a mutual understanding on security cooperation and community reconciliation following two days of talks held in Nairobi, Kenya, from October 4–5, according to a joint communiqué released after the meeting.
Senior ministers and security officials from both sides participated in what was described as a “historic dialogue” addressing political, economic, and security issues in the Horn of Africa region.
“Both sides agreed on the importance of achieving a lasting peace to end the conflict that occurred in Erigavo and surrounding areas, and to allow displaced people to return home in safety and confidence.”
Discussions focused on cooperation in combating terrorism, maritime security, and coordination between law enforcement agencies. Both sides agreed to collaborate in the fight against extremist groups such as Al-Shabaab, and to strengthen efforts to prevent cross-border crimes.
The communiqué also highlighted the importance of promoting peace and reconciliation in areas affected by recent conflict. The two sides welcomed peace initiatives led by local communities and expressed their readiness to support the safe return of displaced people.
Puntland officials praised Somaliland’s progress in internal development and stability, while Somaliland representatives commended Puntland’s achievements in governance and security.
