Kenya, 26 November 2025 - Detectives from the Directorate of Criminal Investigations’ Serious Crime Unit have arrested a senior Ministry of Housing engineer over the forgery of an official letter from the State Department for Transport that falsely extended a director’s tenure by three years.
Richard Kirui Bongei, the Principal Engineer at the Ministry of Housing, was apprehended in Athi River following an exhaustive investigation triggered by a formal complaint from the State Department for Transport.
The forged letter, dated 6 May 2024 and titled “Renewal of Local Agreement Terms”, purported to have been signed by a senior government official.
It sought to award Captain Martyne Luther Lunani a three-year extension as Director of Aircraft Accident Investigation at the Ministry of Roads and Transport.
Officers at the State Department for Transport flagged the document as suspicious, seized it, and forwarded it to the DCI for forensic analysis.
Document examination experts confirmed it was a forgery and took it into evidence.

"Document forensic examination experts established that the letter was indeed a forged document and confiscated it as evidence," the DCI said in post on X.
Subsequent digital and forensic trails directly linked the creation of the bogus letter to Mr Bongei, leading to his arrest.
He has been processed and is scheduled to appear in court today.
Meanwhile, detectives are actively pursuing Captain Martyne Luther Lunani, who remains at large and is wanted in connection with the same offence of forging an official document.
