Morocco, 27 November 2025 – Prime Minister of Somalia, Hamza Barre has proposed the launch of an African-Atlantic Alliance for Maritime Security to effectively protect regional seas.
The proposal was presented during his address at the opening ceremony of the MEDays forum in Morocco on Wednesday.
Prime Minister Barre said the alliance, to be led by regional states, was necessary since the current international system could not be fully relied upon as it was “suffering from structural and functional dysfunction.”
"The current international system is no longer capable of protecting global stability," the Prime Minister stated. He stressed that Global South nations must become "makers of positions, not recipients of them.”
Barre added that the Global South cannot remain a passive observer of history, stating that Southern nations must take responsibility and actively "shape the course of their future.”
He argued that enhanced cooperation and integration are "essential guarantees for stability" among countries of the Global South.

He stressed that partnerships, such as the proposed alliance, are mandated by "strategic necessities" and should focus on establishing effective mechanisms for protecting the security of regional seas.
The security proposal was part of a larger slate of initiatives aimed at increasing stability and economic integration across the Global South.
Other key suggestions included creating a new maritime trade corridor that connects East Africa with Morocco and neighboring nations, and establishing an Investment Fund for the Global South to support economic development.
The proposals also included launching an Artificial Intelligence platform dedicated to the languages and cultures of the Global South.
The Prime Minister emphasized that Somalia, which has successfully emerged from crisis to become a "platform for regional stability," is actively reinforcing its national security by developing a self-reliant national army and reasserting its sovereignty.
Somalia pledged to be a "sincere partner, a brave voice, and a rising power" in manufacturing the new equation for the Global South.
