Uganda, 8 October 2025 - Somalia and Uganda have signed three Memoranda of Understanding (MOUs) to further strengthen their cooperation in security, education and immigration management.
The signing took place during the two-day 2nd Session of the Uganda-Somalia Joint Permanent Commission (JPC) Somalia-Uganda Business and Investment Forum held on Tuesday and Wednesday in Kampala.
A press statement from the Federal Government said Somalia was represented at the meeting by the Minister of Education, Culture, and Higher Education, Farah Sheikh Abdulqadir, the Minister of Internal Security, Abdullahi Sheikh Ismail "Fartaag," and the Permanent Secretary of the Ministry of Foreign Affairs, Hamza Aadan Hadow.
Also present at the meeting were the Minister of Labor and Social Affairs, Yuusuf Mohamed Aadan, the Somali Ambassador to Uganda, Amb. Fardowsa Mohamed Qanyare, and the Director General of the Immigration and Nationality Authority, Mustafa Sheikh Ali Dhuhulow. The Uganda team was led by the Minister of State for Foreign Affairs in charge of Regional Cooperation, John Mulimba.
In a joint communique issued after the meeting, the ministers commended the strong relations between the two countries and reaffirmed their commitment to strengthen cooperation in trade, investment and the free movement of people in the region.
The ministers also reviewed progress on MOUs signed during the 1st JPC session, which covered diplomatic consultations, defence, trade, investment promotion and collaboration between national chambers of commerce.
They also directed their technical teams to finalize additional MOUs in health, standards and quality assurance, customs, finance and banking, statistics, refugee management and climate change.
According to the joint communique, both governments instructed their civil aviation authorities to meet and review the Bilateral Air Services Agreement (BASA) to improve connectivity.
The two countries also agreed to operationalize the Joint Permanent Investment and Business Council (JPIBC) to tackle non-tariff barriers and implement the Kampala Declaration on Trade Tourism and Investment.
The forum agreed that the third session of the Uganda-Somalia JPC meeting will be held in Mogadishu in 2027.
