Turkey, 18 December 2025 - The Ministry of Fisheries and Blue Economy of Somalia and Turkey’s industrial group OYAK have signed a cooperation and services agreement, focusing on the procedures and development of domestic fisheries in Somalia.
This agreement, signed on Tuesday, provides new opportunities in the fisheries and blue economy sectors, while also granting the Turkish fisheries sector access to Somali waters.
The Strategic Cooperation and Service Agreement specifically deals with managing all licensing processes related to fisheries in Somalia. According to the agreement, SOMTURK, a company established under this agreement, will be responsible for all licensing processes related to fisheries activities within Somalia. Fishing licenses for Somali waters will be issued exclusively by SOMTURK.
The signing ceremony, which took place at OYAK’s headquarters in Ankara, was attended by Turkish Minister of National Defense Yaşar Güler, Turkish Chief of General Staff Gen. Selçuk Bayraktaroglu, Somali Minister of Ports and Maritime Transport Abdulkadir Mohamed Nur, Somali Minister of Fisheries and Blue Economy Ahmed Hassan Aden, OYAK Chairman Zekai Aksakallı, and OYAK CEO Murat Yalçıntaş.

The officials also discussed ways to strengthen economic, commercial, and technical cooperation, with an expectation of establishing a revenue model to support OYAK’s sustainable return objectives.
This agreement is expected to foster job creation, improve fish processing, and support activities, while also enhancing the local economy.
Turkey and Somalia first agreed on bilateral cooperation in 2024 regarding security and the management of Somalia’s marine resources.
