Somalia, 25 January 2026 North East State of Somalia has announced strict measures targeting vehicles, drivers, and companies operating without the required licenses and other legal documents.
In an official notice, the state’s ministry of transport said that starting February 1, no vehicle or driver will be allowed to operate on public roads if they do not possess essential documents, including vehicle ownership papers, license plates, vehicle identification cards or certificates, and a valid driver’s license.
The ministry stated that any vehicle or driver found operating without these legal documents will face penalties in accordance with the law, including financial fines proportionate to the offense committed.
“Starting from February 1, any vehicle or driver without the legally required driving documents, such as ownership papers, license plates, and a valid driver’s license, will not be permitted to operate in the North East State, and legal action will be taken,” said the Transport Minister , Jamah Muse Farah.
The Minister added that the measures aim to strengthen road discipline, improve traffic safety, and ensure that transport and business activities operate in compliance with the law.

The ministry also issued a warning to construction companies, real estate firms, and travel agencies operating in North East State, instructing them to obtain official operating licenses and legal registration certificates.
Any company found operating without the required license, or failing to obtain one, will face legal action and may be suspended from operating in the region, the notice added.
In addition, the ministry directed security agencies to closely monitor the implementation of the decision and take appropriate action against vehicles and drivers violating the law, referring them to the ministry or relevant security institutions.
Officials said the decision comes amid growing concerns over problems caused by unregulated vehicles and unlicensed companies operating across the North Eastern State.
