Somalia, 12 November 2025 — The United Nations Development Programme (UNDP) and the Hormuud Salaam Foundation (HSF) have launched a new program aimed at tackling youth unemployment and boosting opportunities in Somalia’s green and blue economy.
The 18-month program will reach 2,000 young people and 360 small and medium-sized enterprises (SMEs), focusing on employment creation, business development, and innovation in renewable energy, fisheries, aquaculture, and digital sectors.
Key initiatives include:
• Shaqo-Abuur Platform: A digital hub connecting youth to verified jobs, training, and mentorship.
• Innovation Lab: A collaborative space for developing environmentally friendly businesses.
• Business Incubator & Accelerator: Tailored support for youth and women entrepreneurs.
• Access to Finance: Sharia-compliant microloans and seed funding via Salaam Somali Bank.
• Digital Investment Platform: Attracting local and diaspora investors.
• Skills Development: Vocational and digital training for young people, including displaced and disabled communities.

Salim aliyow Ibrow, Somalia’s Minister of Labour and Social Affairs, praised the initiative, highlighting its alignment with the National Development Plan and the government’s vision for youth empowerment.
With 3,300 km of coastline, abundant renewable energy potential, and one of Africa’s most affordable digital markets, Somalia is well-positioned to transform these advantages into sustainable jobs and enterprise growth.
