Morocco, 28 November 2025 – Somalia is on the right path to recovery defined by democratic maturity, institutional reform, and economic re-integration following three decades of civil war and terrorism, Foreign Affairs and International Cooperation Minister, Abdisalam Abdi Ali, has said.
Speaking at the plenary session of MEDays 2025 Forum in Morocco, on Thursday, Minister Ali affirmed that the government's success in fighting terrorism and taking back territory created the platform for Somalia to " develop and economically integrate once more.”
Ali confirmed the government has "succeeded in commencing “our first initial oil exploration in Somalia" and expects a "big announcement coming very soon when it comes to mineral resources.”
Addressing institutional challenges, Ali detailed several key reforms underway:
- Constitutional Review: The Somali parliament has succeeded in reviewing the constitution, established in 2012. The Minister noted that the first four chapters of the constitution have been completed.
- Political Consistency: The country now benefits from stability, having maintained the same government for "more than almost four years," which stands in contrast to a past that saw "frequent changes in the Prime Minister’s position.”
- Security Priority: Ali stressed that the stability and the security of the country is the foundation upon which all other development rests.

The Minister announced Somalia is preparing for a significant democratic milestone: "right now is the first time that Somalia will have one-man, one-vote elections" after more than half a century. Local election seats "will be filled" by the end of December.
Ali emphasized that Somalia’s approach to international partnerships has changed. The country is now "looking for mutual and strategic partnerships" to aid rebuilding, shifting the investment dialogue away from previous topics concerning "piracy famine, graft and humanitarian aid.”
He said that the current political stability has helped "bring more and more investors on board," which has benefited education, real estate, and other critical sectors.
These investments, the minister noted, have been crucial in creating jobs and enhancing security.
Ali acknowledged that while Somalia still faces "a lot of challenges," the country is on the right path towards socio-economic and political recovery.
