Somalia, 2 December 2025 – Somalia’s Ministry of Health and Social Care appointed 15 members to the National Health Professions Council (NHPC) on Tuesday, days after the Supreme Court annulled the ministry’s appointment of a new Secretary-General, reaffirming the council’s independence.
The Supreme Court, in a judgment announced on Nov. 27, invalidated the ministry’s May 29 appointment of Mohamed Mohamud Adow as Secretary-General, ruling that the Health Ministry lacked legal authority to make the appointment.
The appointees include representatives from the Ministry of Health, Ministry of Justice, Ministry of Education, Somali Medical Association, Somali Midwives Association, Somali Nurses Association, Somali Public Health Association, and private healthcare institutions.

“The ministry directs all NHPC members to perform their duties with integrity, professionalism, and in compliance with ethical standards and operational procedures,” the Ministry said on statement.
The appointments follow the expiration of the previous council members’ term. The council had filed the case on July 2, 2025, guided by the Attorney General’s office, which clarified that NHPC operates independently of the ministry.
