Somalia, 29 November 2025 – The Puntland State of Somalia has introduced stricter screening measures for travellers under the age of 40, following an increase in illegal migration among young people.
Vice President Ilyaas Osman Lugatoor made the announcement during a speech at a university graduation ceremony in Bosaso on Thursday.
He described the growing issue of illegal migration as a "disease" that poses significant risks to both families and the broader community, stressing that addressing it is a top priority for the government.
“The government’s policy is to fight this issue. Anyone under the age of 40 who applies for a passport must explain the reason for their request,” said Lugatoor. “If someone is traveling abroad, we must know the purpose of their travel."

He further emphasized that Puntland will ensure that all young people travelling for education or medical purposes are accompanied by their parents or have obtained proper authorization.
Lugatoor also stated that Puntland will combat human trafficking networks "with the same vigour used in tackling Daacish (ISIS) problem."
He called on religious scholars, universities, and civil society organizations to play an active role in raising awareness about the dangers of illegal migration.
The Puntland ’s decision comes amid growing concerns over the rising number of young people seeking to migrate illegally from Somalia, often risking their lives and family savings in the process.
