Somalia, 28 January 2026 Jubaland State of Somalia, has strongly denied claims by the federal government that it participated in constitutional review talks, insisting it did not take part in any consultations.
A statement issued by Jubaland’s Ministry of Justice and Constitutional Affairs on Tuesday said the federal government had taken steps that the region considers illegal, bypassing agreed-upon constitutional procedures that require consultation with member states.
“Any changes to the constitution made without consulting the member states are unlawful and will not be recognized by Jubaland,” the statement said.

The Jubaland administration urged Somali political leaders to resolve disagreements through lawful and inclusive dialogue rather than taking unconstitutional measures.
The statement comes amid reports that the federal government plans to propose amendments to Articles 5 through 9 of the constitution, which could be submitted to parliament — a move that has already faced significant opposition.
