Somalia, 3 November 2025 — Somalia’s Upper House has approved a bill designed to protect the rights of internally displaced persons (IDPs), completing its parliamentary approval phase.
The session, chaired by Deputy Speaker Abdullahi Ali Hirsi “Timacadde,” voted 29 in favour, one against, and none abstaining to pass the Internal Displacement Protection Bill following its third reading.
Senator Deeqa Hassan Hussein, chair of the Senate Committee on Interior Affairs, presented the final report, noting that lawmakers' recommendations from earlier debates were incorporated into the text.
The Minister of Interior, Federal Affairs and Reconciliation,Ali Yusuf Mohamed (Ali Hoosh) welcomed the passage, calling it a milestone for vulnerable communities.
“This law provides a strong foundation for protecting the rights and dignity of internally displaced people, who are among the most vulnerable citizens,” the minister said, pledging government effort to implement it.
The bill was earlier approved by the House of the People on 24 May 2025 and moved to the Upper House for final deliberation. It will now be sent to the President for assent.
Somalia hosts over 3.8 million internally displaced people, many uprooted by conflict, insecurity, and climate-driven shocks.
