Somalia, 12 October 2025 — Somalia’s Ministry of Communication and Technology has launched a two-day national consultation to discuss the country’s new Digital Transformation Strategy for 2025–2030.
Minister Mohamed Aadan Mo’allim stated that the strategy aims to coordinate ICT initiatives nationwide, strengthen digital infrastructure, and enhance workforce capacity to accelerate service delivery and economic growth.
“Our main goal is to unify all digital services and ensure the government fulfills its responsibilities,” he said.
Mustafe Sheikh, Director General of Somalia’s National Communications Authority, described the consultation as a participatory process for citizens and stakeholders.
“This strategy is not just a technical document; it is a roadmap to advance the country’s economy and provide accessible, quality services. We encourage everyone to contribute ideas to make it actionable,” he noted.
The consultation brings together representatives from government agencies, telecommunications companies, and technical experts to review the strategy’s vision, implementation plan, and governance mechanisms. Minister Mo’allim also emphasized the importance of international cooperation, including support from the International Telecommunication Union (ITU).
Discussions will focus on policy coordination, funding, and alignment with Somalia’s national digital goals, as well as regional frameworks such as the African Union (AU) and East African Community (EAC).
