Ethiopia, 16 November 2025 — The Chairperson of the African Union Commission has welcomed the signing of the Doha Framework for a Comprehensive Peace Agreement between the Government of the Democratic Republic of the Congo (DRC) and the M23 Movement, describing it as an important milestone toward restoring stability, rebuilding trust, and addressing the root causes of the conflict in eastern Congo.
The Chairperson praised both parties for the courage, political will, and commitment to dialogue they demonstrated throughout the process.
He also expressed deep appreciation to the State of Qatar for its constructive role and continuous support for peace efforts, as well as to the United States for its engagement and facilitation.
He further commended the crucial role played by H.E. Faure Gnassingbé, President of the Republic of Togo and Chair of its Council, who has been mandated by the African Union to mediate the eastern Congo dispute, along with the significant contributions of the AU Panel of the Five Envoys.

The African Union called on all parties to uphold both the spirit and the letter of the agreement, and to work toward its effective and timely implementation, including the completion of the six subsequent protocols.
The Chairperson reaffirmed the AU’s firm commitment to supporting both the Doha process and the parallel track in Washington, paving the way for lasting peace and stability in the Democratic Republic of the Congo.
He also reiterated the Union’s support for all initiatives aimed at strengthening peace, security, reconciliation, and development across the Great Lakes Region.
