Kenya, 10 December 2025 - Nyeri Governor Mutahi Kahiga has praised county departments for what he described as an impressive leap in accountability and service delivery after all 12 departments recorded a “Very Good” rating in the 2024/2025 Performance Evaluation Contract Report.
Releasing the report for County Departments and Water Service Providers, Governor Kahiga said the results reflect “a strong culture of performance management, prudent resource utilisation, and unwavering commitment to service delivery.”
He said the evaluation marks a milestone in the county’s journey of institutionalizing performance contracting since 2017, noting that the system has progressively strengthened public accountability and departmental coordination.
While Water Service Providers also posted commendable results in their first-ever phase of performance contracting, the governor pointed out persistent concerns over Non-Revenue Water (NRW).
Othaya-Mukurweini Water and Sanitation Company (OMWASCO) reduced NRW by 9% — from 77 to 68% — while Mathira Water and Sanitation Company (MAWASCO) saw a marginal drop of 1%, from 35 to 34%.
“Non-Revenue Water remains a major concern. I encourage all Water Service Providers to adopt stronger, more innovative measures to reduce these losses in the coming cycle,” he said.
Governor Kahiga directed water companies to ensure performance contracts are cascaded to all staff and that individual appraisals align with signed contracts.

He said capacity-building must be prioritised to secure staff buy-in and sustain improvements.
Going forward, the governor affirmed that the county government will continue investing in performance-based management, institutional capacity, resource prudence, and improved interdepartmental coordination — all aimed at delivering better services to Nyeri residents.
“This event reaffirms my government’s unwavering commitment to accountability, transparency, and continuous improvement in the management of public resources entrusted to us by the people of Nyeri County,” he said.
He further urged the Performance Management Team to extend the contracting and evaluation framework to Level 4 and Level 5 hospitals, with results expected in the next reporting phase.
Performance contracting has been a flagship governance tool for Nyeri County over the past eight years, with results and reports made publicly accessible through the county website.
